A twenty six year old has been jailed for an indefinitely after indecently assaulting a 14-year-old and only weeks later attempting to assault a 15-year-old girl by dragging her down an alley.
The High Court in Edinburgh heard these two attacks happened while Mr Harlow was banned from approaching children as a result of his conditions. Mr Harlow has already served a term in HMP Perth for similar offences before being released in December 2016. The High Court heard how the accused has five convictions for breaching the notification requirements of the sex offenders register and three for breaching sexual harm orders.
Lord Uist imposed an order for lifelong restriction and narrated that an experienced psychiatrist concluded Mr Harlow had “an enduring propensity to seriously endanger the public”. Mr Harlow will also be on the sex offenders register for life.
