Mr Penman, 43, has been given a life sentence for the rapes of young boys and girls. The rapes occurred during the 1980s when he was a pupil at the Royal Blind School in Edinburgh.
This followed a jury finding him guilty of 11 sexual offences last June. This followed Mr Penman being jailed for 10 years on charges of rape and attempted rape. Lord Uist described him as “evil and dangerous” and stated he met the risk criteria of this sort of offender.
Mr Penman told the jury at his trial last year that this was the first time he had appeared at court, lying under oath. Mr Penman was also subject to a lifelong restriction order and was order to serve at least 4 years in jail before becoming eligible for release.
